Or should I just put nowiki tags around them? That works, I just didn't expect to need it in this context.
This is expected behaviour. MeatBall:WikiSyntax processing continues in preformatted text that is spaced out from the margin. To disable syntax processing in preformated text, surround the text in <pre></pre> tags instead. -- SunirShah

IMHO, four dashes should only make a hr tag if they occur at the beginning of a line or maybe allow some spaces before them and not in the middle of a line:

line with leading space:
should be no line (four dashes somewhere in the middle of a line):
this is the start of the line, then the dashes (
