Improved SiteIndex

Currently, the action=index function produces a not very pretty list. Two suggestions to make, one trivially easy, one not quite so.

• Segmented by initial letter, with a heading for each group and the alphabet at the top linked to those headings.
• Segmented on pages with "Next" and "Previous" links (my favorite). -- DavidCollantes
• Any pages which start with #REDIRECT should be listed with "(see: whatever)"
