Usemod uses a "forbidden" byte to separate records, and this byte is removed from the page, corrupting the page. I think the most portable way would be to take the Big5 text and use recode big5..html to produce numeric HTML entities. For an example output, look at this page: http://www.emacswiki.org/cgi-bin/wiki.pl?TheBeginning -- eventhough the wiki uses Latin-1, you can read the Greek text. And when you edit the page, you can see the numeric entities.
The real solution, of course, is to change the $FS variable... See SupportForUtf8.
